Baré-Bakem: Structuring Industrial Dialogue Around Local Cocoa Processing

A cocoa-processing project rooted in Moungo

The SAMEN INDUSTRY plant under construction in Baré-Bakem positions the Moungo department within Cameroon’s local cocoa-processing drive. Cameroonian media have reported on the project launch, the foundation-stone ceremony and the announced grinding capacity. Cameroon Tribune has also presented Baré-Bakem as a territory entering the cocoa-processing sector.^3,4,5

The project is promoted by Patrice Samen, promoter of SAMEN INDUSTRY S.A. and mayor of Nkongsamba 2nd. Establishing the plant in Baré-Bakem, in the Littoral region, provides a territorial basis for industrial cooperation. It may bring processing capacity closer to producing areas and create a focal point for discussions among growers, bean suppliers, logistics providers and buyers of processed cocoa products.

The site covers 3 hectares, including approximately 1.4 hectares for the main building. The planned grinding line has a capacity of about 4 tonnes per hour, equivalent to approximately 32,000 tonnes of beans annually. The estimated investment is XAF 20–30 billion, while 300–500 direct jobs are expected. These figures come from the verified company context and are consistent with media coverage highlighting the project’s industrial grinding dimension.³

A documented institutional milestone

The foundation stone was laid in Baré-Bakem on 27 February 2026, in the presence of Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe. Several Cameroonian media outlets reported the event.^4,6

The project falls within the SND30 framework and Cameroon’s import-substitution policy. Its industrial purpose is to produce semi-finished and finished cocoa goods locally, including butter, powder, liquor or mass, and cake. For buyers, this creates the prospect of sourcing from a processor located in Moungo. Any purchasing decision would nevertheless depend on confirmed product qualification, technical specifications, available volumes and the effective operating schedule.

Commissioning was initially announced before July 2026. As of 5 August 2026, however, the supplied press excerpts do not establish that this milestone has been completed. The exact construction status, line start-up, initial trials, commercial availability and supply arrangements therefore need to be confirmed directly by SAMEN INDUSTRY.

Priorities for buyers and industrial partners

At the current stage, industrial discussions can usefully focus on the required characteristics of cocoa butter, powder, liquor or mass, and cake. They may also address sampling procedures, quality controls, storage conditions and transport arrangements. Prospective partners can specify their documentary expectations regarding bean origin, supplier identification, physical-flow traceability and record retention.
