An industrial project focused on cocoa processing
SAMEN INDUSTRY S.A. is developing a plant in Baré-Bakem, in Cameroon’s Moungo department, to process cocoa beans into semi-finished and finished products. The project is promoted by Patrice Samen. Several Cameroonian media outlets have reported on the construction of the facility and its role in domestic cocoa processing. Press coverage has also identified Baré-Bakem as an emerging industrial location for this activity.2,3

The complex occupies a 3-hectare site, with approximately 1.4 hectares allocated to the main building. It is located in the Littoral region, about 154 km from Douala. This position places the project within the Moungo area while maintaining potential access to Douala’s economic and logistics infrastructure. The transport and logistics arrangements actually available for inbound beans and outbound derivatives will need to be specified when operations begin.
Verified capacity and target products
Confirmed factsThe planned grinding line has a capacity of approximately 4 tonnes of cocoa beans per hour, equivalent to about 32,000 tonnes per year. This annual capacity has featured prominently in reporting on the Baré-Bakem construction project. EcoMatin has likewise described the investment as a cocoa-grinding plant with an announced capacity of 32,000 tonnes in Cameroon.4,2
The industrial plan targets cocoa butter, cocoa powder, cocoa liquor or mass, and cocoa cake. For industrial buyers, these categories provide an initial view of the intended product portfolio. They do not yet confirm commercial availability, technical specifications, packaging formats, contractable volumes or delivery schedules.
The estimated investment is between XAF 20 billion and XAF 30 billion. The project is expected to create between 300 and 500 direct jobs. These figures indicate the announced scale of the development; they should not be interpreted as operating results or as confirmation that the projected workforce is already in place.

Established milestones and points requiring confirmation
The foundation stone was laid in Baré-Bakem on 27 February 2026. Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe attended the event. This project milestone received specific media coverage. Alwihda Info also reported the development of a cocoa-processing plant at the location.5,6
The project schedule placed commissioning before July 2026. As of 1 September 2026, however, the usable sources provided do not establish that technical acceptance, equipment start-up, production trials or commercial operations have taken place. The plant’s current operating status therefore remains to be confirmed directly with SAMEN INDUSTRY.
This distinction matters to suppliers, buyers and industrial partners. A date in a projected schedule is a project objective, whereas operating status generally requires confirmation that equipment, procedures, product quality controls and logistics capabilities are ready for commercial activity.
Information required by industrial partners
Before entering into a commercial commitment, interested parties should request an updated construction and commissioning status, the effective production start date, product specifications, packaging formats, available volumes and lot-qualification procedures. Quality-control, sourcing, traceability and documentation arrangements should also be reviewed when the relevant company materials become available.
For market-access documentation, including materials connected with supply-chain traceability requirements, the available sources do not establish SAMEN INDUSTRY’s or any lot’s level of documentary readiness regarding the EUDR. Such an assessment would require verifiable records, relevant farm and supplier data, and a review conducted at lot level.

The Baré-Bakem project has a clearly defined industrial objective: processing cocoa beans locally into butter, powder, liquor or mass, and cake through a line planned for approximately 32,000 tonnes per year. The project is positioned within the SND30 and import-substitution framework. Its planned capacity, estimated investment, expected direct employment and target product categories are documented. The immediate information priority for prospective partners is now confirmation of the plant’s actual commissioning status and disclosure of the operational parameters needed to engage with industrial markets.
